Bert was born February 16, 1921 at Silver Hill, W.V. Wetzel County son of the late Clarence and Edna Miller Richmond moved with his family to Bowman's Ridge when he was 2 years old. Foster Lee Noble 93, of Washington Lands passed away Friday October 30, 2020 at home. Foster was born April 2, 1927 in Moundsville, W.V. son of the late John and Winnie McCoy Noble. He was a member of the Remnant Church of Latter Day Saints of Parkersburg. A Veteran of the US Navy. Retired from AEP and a member of the CB's and also the MRPC.
