James "Jim" Franklin Woods 75, of Moundsville, WV; passed away Tuesday February 27, 2024. Jim was born July 3rd, 1948  in Moundsville, West Virginia, son of the late David Samuel and Marian "Molly" Retha (Sole) Woods.   Preceded in death by his parents, son-in-law Scotty Evans, siblings, Imogene Goodnight, Bill Woods, David Woods, Dick Woods, Emma Dove, Deloris Burge, infants, Dale Woods, Dora Woods, Retha Doyle and Bessie Woods. Jim loved the outdoors and was an avid hunter and fisherman.  Jim was a lifelong resident of Moundsville and has been a dedicated and integral part of the Water Board for 54 years. Jim began his career with the Water Department in May 1968 as a laborer. After honing his skills in that position, he became the Foreman of the Maintenance/Distribution crew in 1973. After years of exhibiting leadership skills in the Foreman position, in 1981, he was made Superintendent and Chief Operator of the water system. During his tenure, Jim continued to expand his education and knowledge in the field of water operations by obtaining his Class I, II, and III Water Operator Licenses. He also earned many awards and certifications for his service and dedication to the Moundsville water system. Jim was at the helm as Superintendent and spearheaded the construction of a new state-of-the-art water treatment facility, which is still in use today. In that role as Superintendent, he oversaw the operations of the new plant until his retirement in 2010. Unable to stay away from his lifelong calling, Jim returned to work at the plant as a Class III Operator in 2014, then when the Superintendent position opened up in January of 2016, he once again took the helm of the department, a position he held until 2020, when he returned to a plant Operator position.
